- Returned to VERIFY when the PIN Try Counter has reached zero — the offline PIN is blocked. The terminal sets "PIN Try Limit exceeded" in the TVR.
- The issuer can unblock the PIN with a PIN UNBLOCK issuer script, typically after an online PIN change or at an ATM.
