1 Jan 2026 — acquirer thresholds tightened: Above Standard ≥ 0.3%, Excessive ≥ 0.5%.
1 Apr 2026 — merchant Excessive reduced from 2.2% to 1.5% in all regions except CEMEA.
The ratio counts TC40 fraud reports plus non-fraud disputes against settled CNP volume; disputes resolved through RDR/CDRN before becoming chargebacks may still count — check the current Visa rules. Thresholds and counting rules change with Visa Business News releases; verify before making compliance decisions.
