What it is

Tag 9F53 is one of the classic kernel-dependent tags. In most terminal configurations it is the Transaction Category Code — a single character (for example "R" for retail) used for routing and reporting. Mastercard's M/Chip kernel, however, reuses the same tag as the Consecutive Transaction Counter International Limit, part of offline velocity control. Always decode it in the context of the active scheme.

Where it appears

Terminal value (Transaction Category Code) or card limit (Mastercard).

Specification reference

Defined in: EMV 4.x Book 3, Annex A (Transaction Category Code); Mastercard Book C-2 reuses it as the Consecutive Transaction Counter International Limit
