What it is
Tag 9F53 is one of the classic kernel-dependent tags. In most terminal configurations it is the Transaction Category Code — a single character (for example "R" for retail) used for routing and reporting. Mastercard's M/Chip kernel, however, reuses the same tag as the Consecutive Transaction Counter International Limit, part of offline velocity control. Always decode it in the context of the active scheme.
