What it is
Terminal Country Code identifies the country where the terminal operates, as a 3-digit ISO 3166-1 numeric code in 2 BCD bytes. It is compared with the issuer country (5F28) to classify domestic vs international transactions for usage-control checks, and it is a cryptogram input.

Terminal configuration value; supplied to the card via the PDOL/CDOL.
